Meet the Team
Heffron Transportation’s staff of transportation professionals are integrated through a virtual office environment. The firm is managed by Principals Marni Heffron and Tod McBryan. Both of these senior staff are professional engineers (PE). Marni Heffron is also a certified professional traffic operations engineer (PTOE).
Co-owned by founder Marni Heffron and Tod McBryan, the firm is certified as a Women-owned Business Enterprise (WBE).
Marni Heffron P.E., P.T.O.E
Principal & President
Marni founded Heffron Transportation, Inc. in 1995 and has provided transportation planning and engineering consulting since 1985. She leads the firm’s strategic and policy planning practice and oversees major transportation studies. Marni works on all types of projects including planning and engineering for development projects, port facilities, freight and intermodal transportation, area-wide transportation plans, and roadway corridors. She assists design teams with determining street configurations, site layouts, pedestrian improvements, parking needs, and transportation management programs. Marni is one of the region’s foremost transportation experts and leads negotiations and mediations for transportation-related disputes.
Tod McBryan P.E.
Principal & Vice President
Tod is a Principal and Vice President of the firm and leads the firm’s practices with transit facilities as well as educational and institutional development. He also manages major urban mixed-use projects and freight transportation planning efforts. He has provided transportation planning and engineering consulting services since 1992 and has served in his current position with Heffron Transportation since 1995. He has managed traffic and parking studies for numerous public and private sector clients throughout Western Washington as well as in Oregon, Alaska, and California. He has extensive experience preparing transportation sections for environmental review documents and has also served as an expert supporting negotiations and mediations for transportation-related disputes.
Tod is a Professional Civil Engineer licensed in Washington State. He holds a Master of Business Administration degree from the University of Washington where he studied global trade, transportation and logistics. He also holds a Bachelor of Science degree in Civil Engineering from the University of Washington where he focused on transportation. Tod is a member of the Institute of Transportation Engineers and the Transportation Research Board.
Michelle Brown
Senior Transportation Engineer
Michelle specializes in complex analyses for a variety of projects with experience in Washington, Oregon, Montana, and Alaska. She provides project management, detailed technical support, project design review, and expert witness services for projects throughout the Puget Sound region. Michelle offers research and grant writing services for public agencies. She has extensive experience preparing transportation sections of environmental review documents. Michelle has provided transportation planning and engineering services since 1994 and joined Heffron Transportation in 2001.
Elizabeth Swan AICP
Transportation Planner
Elizabeth specializes in program development, with specific knowledge of institutional programs affected by Commute Trip Reduction requirements and Transportation Management Plans. She excels in documentation, implementation, and evaluation of best practices. She has expertise in seasonal industries, collaborative operating partnerships, commercial passenger transportation, and institutional program management strategies. Elizabeth has worked in transportation operations and management since 2001 and joined Heffron Transportation in 2017.
Zach Goulson
Transportation Engineer
Zach has experience in the fields of traffic and transit operational analysis, traffic simulation modeling, and signal timing. He has performed traffic simulation modeling and operational analysis for a number of corridor improvement studies and transit operational improvement studies in Seattle. He also has expertise in GIS and graphic design. Zach began his career in transportation engineering and planning in 2016 and joined Heffron Transportation in 2019.

C. Cole Laush
Transportation Planner
Cole has performed periodic parking surveys for Heffron Transportation since 2013. He graduated from the University of Washington with a degree in Community, Environment & Planning and began working as a Transportation Planner at Heffron Transportation in 2019. Cole has experience in data collection, parking studies, and GIS modeling.
